So....what is Radiant heating and why put heating in the ceiling if heat rises?

The answer is only warmed air rises, not heat.

Radiant heat works on the principle that cold surfaces attract heat. Low intensity radiant heat energy is attracted to colder objects in the room and reradiated to other colder surfaces. Just like feeling the warmth of the sun through a window on a cold winter's day.
It is very inefficient to install conventional fan forced heating in the ceiling because the hot air pumped out would only rise back to the top of the ceiling.
The majority of the warmth is at ceiling height, draughts are created with the air movement and dust particles become airborne.
Unlike convection heating systems which only heat the air causing it to rise, Radiant heat waves do not heat the air at all, they pass through it as they attracted to the cold surfaces instead. As these surfaces warm up and subsequently heat the surrounding air. Result, an even temperature throughout the room.
